Who thinks the beach option would save money?
Both of them think so: she raises it with 'the beach is much cheaper than a mountain hotel' and he confirms it with 'the prices near the beach are lower. I agree it would save us money'. Picking 'The woman' is the classic mistake, because the idea is hers — but the question asks who THINKS it, not who said it first. An explicit 'I agree' is enough to include the other speaker.
